Belgium 2c 1919/4 Overdate

Here's another coin I found randomly in a bargain box. This overdate is documented by Krause, and I would grade it an UNC. In addition to the overdate, it appears to be struck by a rusty die (there is no corrosion on the coin itself)

I also suspect the first 9 was repunched too (arrow)

I guess it's experience with other coins struck on rusty dies.
It helps when the coin is BU. The granular surfaces suggest to me there was rust damage to the die.
It's just a guess of course, since I didn't see it struck.
