Are you talking about the 1986 Statue of Liberty commemorative? A picture or at least a better description would help us - and searching on Google would help you.

Depends on the condition. I'd certainly keep any commemorative half I found in circulation even if it wasn't particularly valuable - it only costs you 50 cents. Finding odd stuff in circulation is half the fun.
