1925-D LWC Weak Strike?

Trying to learn the difference between a weak strike and honest wear. This one just kind of jumped out as different. Is this the "look" of a weak strike?

How do you think this one would grade? I didn't put this in the grading forum, because I'm more interested in the strike vs wear info. But, would appreciate your opinions.

Another question, on weak strikes in general. If a coin is MS, will there be a break in the luster in the area of the weak strike? Or does the metal still flow enough to retain it?
