Is the condition of the reverse due to a weak strike, worn die, or just simply circulation?

It was struck with a worn out reverse die, which is common for 20's branch mint Lincolns.

I would say it grades VF35.

The obverse and reverse don't match, that's for sure,
so it's safe to assume a strike issue.
