I think it is fenton. The obverse, I look at the rim, wing, and hair popping out of her cap above her forhead.
That band of hair above her forhead is a little weak, but doesn't look worn.
The reverse, I look at the horizonal bands (of course) but the bands that angle across the bundle show wear first
and these although a little flat looking (in the pic) are very distinct from the vertical bands of the bundle.
So I'm thinking low MS.
