It could be that their policy is to properly round, but the waitress indicated in the article did not know it should have been rounded down for that particular sale (or she did and wanted the extra tip).

That may be true here as well.

There is a small counter service deli-type restaurant near me that has their prices rounded on the big board where you order. At the top of the board it says "All Taxes Included" but below each listed item's description, in smaller type, it shows the actual price (minus sales tax). So, that information is available to the customer; I am sure they did it because they had to, not because they wanted to.

Not sure why this is not the case. I sse on TV all the time places stating some fantastic sale and they will pay the taxes. Or all taxes included.
There is something wrong with this picture. If you don't want to use coinage, just make everything even numbers and include taxes or whatever.
One restaurant a group of us USED to go to would give us the bill at the table and oollect the money at the table too. Then we would all leave a tip. One day, one of the more intelligent ones of us, looked at the bill and noticed GRATUATIES INCLUDED. We all said WAHT? For a long time we were leaving a tip on the table and it was already on the bill.
Rounding up, down, tips included, no tases, taxes included. I now sse more and more why my Son only uses a credit card.

The thing often forgotten is that even if cents, nickels, or all change is removed from circulation, all electronic transactions will still be to the cent.
