I find more double clipped coins, why double clipped vs single clipped?

today's find is below;

I only see a single clip. The area directly opposite the clip is a diagnostic for incomplete planchets called the Blakesley Effect.

It is as you say, the "Blacksley Effect" created when the clipped portion of the blank is rimmed, the indent is created on the opposit side of the blank.
