It's a Bulgarian military medal. This is known, in English, as the "Silver Medal For Merit With Crown". It would have originally come with a ribbon through the hole at the top, the colour of which would have indicated whether the medal was awarded during wartime or not. See about a quarter of the way down this Wikipedia list.

As for dating, he is called "Tsar" on the obverse of the medal, so it has to date from the period when Ferdinand I ruled as Tsar, rather than as Prince-Regent: 1908-1918. But unless there's an inscription on the rim, we'll probably never know who won the medal, why, or when.

For value, yo've probably got a better idea of what they're worth whan we do. Military medals are usually worth more money in the country that originally awarded them.
