I tried to translate it with Babelfish to no avail. Maybe it is Polish? That language is unsupported. Maybe Hungarian or Romanian.

It is about 32mm w/o the loop.

It is Polish. Here's what I got for the bottom phrase,
"People's Assembly in remembrance of Teschen" but I didn't find any significance of the date in the history of Teschen.

You can play with the translator yourself.
