Yes. The official calendar of Japan is not the AD calendar, but rather one based on the regnal year of the emperor. The two characters to the left of the "44" are "Sho Wa", the reign-name for emperor Hirohito. The character to the right of "44" is the Japanese/Chinese character meaning "year".

Some Japanese coins denote the year in Western numerals, others use Japanese/Chinese numerals.
