This is out of a littleton "mint set",it is supposed to be a S,,is this common?

It is the normal blobby Type I mintmark which is the only one found on business strikes. Proofs can have the common Type I or the Type II Clear S mintmark. The mintmark punch was worn out so it was replaced part of the way through the proof production run but after the business strikes were finished.

This is the P mint mark in the same set,,does littleton buy these as a business strike and put them a "mint set"
