I have found a lot of these. They are usually from the mid eighties. Are these caused by lack of quality in minting?

Yes, blistering is caused at the time of minting. Many zinc cents 1983 - 1992 or so have this problem. Seems to be worse 1983 - 1987 in my experience...

Any mint state coins you find in the 80's without the blistering are definitely keepers!
