Depends on how strong that streaky toning is in hand. The surfaces honestly look MS-66 or possibly even 67. Extremely clean with virtually zero marks and booming luster.

I had a '23S a long time ago. Nowhere as nice as these, though. Only VF.

Fields look pretty clean. I'd say MS-64.
