Even if the gold coins were figured at face value for taxes, once the employees sold the coins the imcome from that would have to be reported for taxes. So the employee isn't saving anything on taxes, infact they are liable to be hit for a larger tax bite come April fifteenth because they may get hit with the extra withholding the employer didn't do.

Face value makes them coins. Various jurisdictions have either sales or property taxes on bullion, but not coins.
