I found this in my collection that has been sitting around and I figured id post some pictures and see if anyone knows anything about it....things like why it was made...who used it to pay their taxes...and maybe the rarity/value of this....thanks for looking

These are commonly called sales tax tokens or just tax tokens.

This website has a link to a page that talks about them. There are lots of different tokens froma number of states. You will also find a number of varieties for each kind of token. As with all things numismatical - they can become quite addicting.
