Does anyone have experience with any European TPGs? Do they even exist in Europe?

There's one in the UK, CGS, that appears incresingly frequently in the UK. While the grades are conservative, some argue that they are too much so. Also, they follow the English grading abbreviations of good, fine, VF, EF and UNC, on a points grading system of 1-100. They as far as I know also only offer authenticity guarentees on English coins, so I doubt they will spread internationally any time soon. One other point woth mention is they are relitively cheap and the holders are all quite good quality.

If you mean mainland European origin, then the answer is "no". Slabbed coins are still pretty much unheard of in Europe. Or anywhere else outside of North America, for that matter.

There is also a TPG located in Poland. I don't know much about them though.
