NGC Grading PF 66 Cameo Really Help?

Hi members.
I just received an NGC British Proof Half-pence with Cameo graded PF 66. Yet the reverse has a sizeable scratch gash from the rim edge at 4.o'clock not far away from the initials. Am I wrong in questioning the grade, given it is the reverse and not the obverse that is impacted? The obverse is lovely indeed but can this justify the 66?

From the pic it looks like a die chip or a die gouge... I just can't see NGC making that big of a mistake if that is a scratch...I would love to see what the experts have to say about this

Unless I am wrong, and I have no experience with foreign coins, if the coin had a scratch it would have came back in a details holder. I agree that it looks like a die chip.
