Anyone Else Notice A 'Matte' Finish On ATB Quarters?

The few that I've encountered in change have a general matte or dull surface, not unlike a general field of fingerprints (except these are UNC coins.)

(As a side note, it would seem that the ATB obverse is completely reengraved from the State obverse.)

I have noticed the different quality in this coins... Maybe another expert has some insight!

I have not noticed anything about the finish, but the quarter obverse is now more like the original Washington quarter, especially in the hair detail (that is, they have eliminated the "spaghetti hair" of the past). Also, the overall uniform reverse design of the ATB Quarters has better eye appeal that the Statehood Quarters.

I've only seen a few of the ATB Quarters, but I though the same thing. Matte finish and new obverse.
