I I have a 20 Bill and it is very offset and colors are darker..
and it also has the star after serial number, The serial number is a low print run.. I dont know much about currancy so thats why I'm here if you can help I have uploaded two pics. Thanks...my scans kind of suck sorry.

I'm not sure about the ink - as it can vary from note to note.

However, you do have a cutting error (or as you call, offset). It's not into the design of the note yet, but that's definitely a considerable error you have.

Don't expect miracles, as collectors want the cut into the design, the farther the better. * note may help.
