Just went through a mint bag of 2010 arkansas national park quarters and found one that I have a question about. It looks like the plating is missing. The top 2 images are what I think are unplated the next 2 images are of a regular 2010 quarter

Quarters are not plated at all and it is definitely not missing clad layers. Your pics are small but the best I can tell is that your quarter has simply toned a bit.
