I would grade it Genuine, (Net VF-20). It has impaired surfaces from a chemical treatment which would lower its value.

Looks acid etched. Soaked in vinegar? The date jumps out at you.

The green stuff on the high points is almost certainly PVC residue. You will probably want to remove it even though the rest of the coin is in fairly rough shape, it is still a better date.
