Hmmmmm,,, trying to fill out a free submission or a minimum coin submission ,, or having coins certified is becoming an obession,, expecting more money for a certified coin, or it was sent for attribution of a variety(none of which come to mind for this date and mint,,unless it had a D mint mark or the owner thought it did ? ) and the form was not filled out properly,,



or there are just some folks who dont get it .

Registry sets, perhaps? I don't own any slabbed coins, so not 100% sure of this answer.

I'm inclined to agree with Rick (much as it pains me ): I suspect the submitter thought he had something he didn't.

We all need to learn and this probably was a lack of good judgement, that we are all guilty of sooner or later. Hopefully our errors were not advertised worldwide
