Mint marks were hand punched but that it pretty crooked isn't it.

Mint Marks were hand applied prior to 1990 ... picture the mint craftsman with a punch and hammer ....

Appears in this case the 'craftsman' had a hangover.

In tolerance? Yes .... there was no tolerance.
