So what happens when the text says "no refunds", but there is a 7 day return policy with "money back" listed? Who "wins" if buyer wants to return?

Well, if they list a 7 day return policy, ebay will side with the winner regardless of "no refunds" in the description.
In this case the seller had sold a whole string of such fakes, so I'm sure there will not be a problem when many people are looking to return. Probably their account will be NARU'd.
