I found a 2003 S Roosevelt NGC ULTRA CAMEO PF 70 on ebay. The NGC price guide showed it at $50 but the PCGS price guide showed it at $250. Anyone know why there would be such a difference?

The PCGS price guide should only be used for PCGS graded coins. The difference is because PCGS is significantly more conservative when it comes to what they consider ultra cameo PR-70 Roosevelts. Similarly, check out a 1945-S Mercury at a MS-68FB on both. While the companies are very comparable for the most part - PCGS is much more conservative when it comes to the extremely high grades.

Marketing. When you read those prices, which slab do you want your coin in, which TPG do you perceive as superior? That's the logic behind it.
