I would call it VF-30.
But I'm no expert so lets see what others have to say.

with the above grade. I don't know if it's the picture, but it sort of looks cleaned. Does it look that way to anybody else?

I agree with the VF grade. Doesn't look acid treated, but possibly has had some light cleaning. Nice coin though!
