I need help.
I'm wanting to lean toward EF on this one, but the wear and minor damage has me wondering if it might not be a VF.

I'm too new at this to give you anything definitive, besides that's freds job.

In terms of wear it seems EF to me, altho it's certainly been cleaned... or something, pretty rough-lookin.

For the record, I try to grade strictly by technical standards, without factoring in nicks or minor damage which might bodybag it at one TPG while being ignored at the next. As an error collector, I do not have the luxury of passing up a rare type simply because it has a rim ding.

Ralph, I think XF40 is reasonable for this coin.

Okay - EF-40 it is!

Noxx - I'm still learning to enhance my scans, and the discoloration in the photo doesn't appear on the coin in hand. I'm assuming that was the determining factor in your assumption of it being cleaned. Blame the mechanic, not the machine!
