Your obverse is similar to the one illustrated as KM#6 (with obverse legend FESSUL beginning at the bottom), but the reverse is the one illustrated as KM# 9.2 (no wreath with narrow denticled border). My 2006 edition Krause is explicit in stating that on the obverse of KM# 9.2, the legend should begin at the top.
As is proved by the "mule coin" KM# 7, the Indian mint that made these coins mixed up obverse and reverse dies all the time, with all kinds of varieties resulting; an as-yet-unrecorded-in-Krause muling is just as likely as an error on Krause's part.
