XF-45 at least, maybe even slightly higher if the weak talon and star detail is due to striking issues. The whole design has a flat appearance. The give away that this is a higher grade coin, to me, is the lack of wear on the eagle's legs. This is inconsistent with the rest of the apparent 'wear', which makes me considering this a weakly struck high grade coin instead of a VF.
