Unidentified-Chinese-?-Medal/Token

Anybody have any idea what this is (I can't read Chinese). It looks to be brass, measures 32.1mm in diameter and weighs 11.73 grams.

the writing on the side with the bridge looks like modern Chinese;
but the writing the other side is much more ancient.
My guess is that this is either -
a commemorative medallion; or
a souvenir.

It's a souvenir of the Taihu Bridge near Suzhou, China.

The inscription was written by Li Peng, a former premier of China.
