My first thought was XF, cleaned.. Seems like there are wipe/brush markes on the obverse right field, the date, and several that go across the arms/body.

I would have to agree with the others.
XF-45.
My only concern is the reverse rim dings.
How do they look in hand?

The dings don't look bad in hand, not really noticeable. I don't believe it's been cleaned, although I'm no expert. I did see the marks on the obverse, but have attributed them to wear/circulation as they don't appear to have any uniformity.

Cool - I was curious about a cleaning/wipe as I'm still learning.. I like any CC coin, especially one with the details remaining that this one has.

I bought it because I didn't have any CC mint coins in my collection and the store was selling this as VF, and after looking at it, I believed it to be EF, so it was a good deal.
