I picked up a PCGS Sample Slab at an auction tonight which also showed a grade of MS65. Can I assume that this is an accurate grade or were grades put on without too much concern for the coin inside since they are 'samples'?

The sample slabs were mainly created of course for clients to see examples of their service so that they may increase their clientele. In the beginning, the services just put a grade on each sample regardless of the coin warranting the assigned grade. They wanted to show where the grade would appear on the holder, but it created confusion among collectors. Today nearly all the services put "00" or "NG" (no grade) on the label where the grade should go.
