You might want to take a look into the Photography section on how to minimize the reflection (indirect lighting). There appears to be quite a bit of the hair detail over the brow and a relatively clean cheek to warrant a higher grade like possibly a MS-63. Maybe someone can "doctor" your images to "tone it down" some.
Not sure about the reverse question.

from the pics, it looks to be a 63/4.
and what you are seeing are die polish marks

Not the best photography but it looks like a solid 64 to me very clean example with good strike and luster

And I just looked closer at the pictures I took....those are terrible haha. I'll have to do them again. There are no marks on the cheek and only one chatter mark in the fields near the chin. I'll take some more pictures later and try a different light source

I will say this is a solid MS-64. The way to tell polish lines from cleaning is if you look through a loupe the polish lines should be raised instead of indented into the coin because the die itself was where the lines are indented so they will be raised on the coin

I like s 64 would really like MS 65.....but picked this one up for $75 so I can't complain

The first pics were really "lighting issues" but still looks like MS64, the last pictures show its a solid MS64 with a shot at MS65...nice coin for the money...how ever unless you can get a consensis for ms 65 shot, I wouldn't send it in, PGCS retail pricing @ MS63 is $104 so its a break even what you paid and what its worth less the percentage of what the dealers would actually pay you for a holder-ed coin, but at MS64 the price is about{retail} @280. so its worth the submission price to document and establish its value as a RAW coin is subjected to down grading as it allows the new owner the chance of having a more valuable coin bought for less...making LIKE YOU a coin worth the purchasing...VERY nice coin!!

The lines on the reverse look to be in the planchet - I wouldn't expect die polishing to show up either that strong, or that nicely-parallel. It's a strong strike, though, making me wonder how pre-strike planchet lines could still show up so strongly. I'm guessing this planchet ended up harder than they wanted.
