It looks like it could be a MS-64 but I not so sure it would make FB.

I don't see full bands on this MS-63 Merc.

The marks in front of the bust in the field would keep it from making 64 IMHO.

Are those marks on the plastic or the coin? If the plastic...then a shot at MS 65. It is just not sharp enough to see if there are any light bag marks on the prime focal areas. My understanding is that a 63 is your average coin with an allowence for bag marks and eye appeal. This coin definately has more than average eye appeal. So; barring something we can't make out on this pic...MS64/65. Lol.

I believe the marks are on the coin. only the OP knows for sure.
