I was wondering why some company's photo shop the pcgs or ngc numbers. I have noticed this and cant think of a reason why. is it a legal matter?

Cert numbers can be stolen for use on fake slabs. They can also be used for an illegitimate registry set.

They may be using a "Stock Photo" for the coin. They could have hundreds of coins at the same grade and they only show you one photo. Another reason is that if you have the certification number, you can look up the value listed on the PCGS and NGC web sites. Sometimes they want much more than for a coin that the Book value.

Check this sale http://cgi.ebay.com/1995-Double-Die...em2eb5a1e21c aginst the PCGS info here http://www.pcgs.com/CERT/13875097.html and you'll see. The seller wants a lot more than the "value" listed.

PCGS also shows you when, where and how much the coin sold for at auctions, so they might not want you to have that information.

With NGC I can punch in the number of my coin and the photo that comes up is actually my coin. I can easily tell that it is my actual coin by small marks or scars. They are easy to see on my Indian Half Eagles.
