I don't believe this is a MS coin. Looks like some wear on the jaw and even Monticello looks worn. Could it have been a weak strike. AU is what I would grade it.

I would guess MS-63+.

@Kopper - I see where you're coming from especially on Monticello. It has step details, but Monticello is really worn down. The obverse looks like a weak strike as well, but yet the fields look pretty clean and have mint luster. Since stike quality doesn't matter at all to the TPG company's when it comes to grade I'd have to say this coin is MS63. The obverse brings it down, but the mark on Monticello doesn't help either.
