My wife sister has this note she is not sure where or how she got it can help me with it?
I told its in very good or better for condition And that all I knew.

It's French. This style was issued from 1980 to 1997. In that condition, it's probably not going to be worth more than face value (which is still theoretically about US$4).

France owns a couple of islands in the Caribbean (Guadeloupe, Martinique, St Barts, half of St Martin and maybe a couple of others), as well as French Guiana in South America. While these territories have sometimes in the past had their own distinctive coins and notes, for the past few decades they've used whatever money was in circulation in "mainland France". If you went to a French Caribbean territory today, you'd find euro coins and notes circulating there.

The words "Banque de France" on the note also indicate where that note is from. (By the way, Guadeloupe, Guyane, Martinique and Reunion are departements and regions of the French Republic, which is also why they are depicted on the euro notes.)

And yes, the face value is €3.05 which currently is about 4 US dollars ... except that it will be a little costly to mail that one note to France.
