It's German States, alright, a 3 pfennig, but from the Bishopric of Minden. The legend reads "CHRIST D G EP MINDEN" and "DVX BRVNS ET LVNEBVR". From the time of Bishop Christian of Brunswick-Luneberg, 1599-1633.
