I'm pretty sure it's a Southeast Asian Islamic "magic coin" or "pilgrim token". The Arabic word repeated seven times is "Yasin", the first word of Sura 36, the so-called "Heart of the Quran". You won't find an exact match on the zeno.ru pages but you will find others with the "Seven Yasins", arranged differently, as well as other animals (such as butterflies).

Fascinating, I was wondering why the same text was repeated again and again. Thank goodness I didn't start looking up mintmarks in Krause, well I did start but it didn't last very long :)
