2004 Dime...error Or Just Coin Abuse?

First of all, I apologise for the poor quality pictures!

That said, I found this dime in my change, and am curious as to what is up with the etching around the outside of the lettering.

It is symmetrical all around the coin, and when you look at it from an angle, it appears to have exposed a copperish colour.

Is this a mint thing, or a coin that got somehow abused?

that looks like damage by a coin counter or roller.

yes, if agree... I think I remember reading an article in Canadian Coin News about a year ago on this subject.
