Nope. The eagle-perched-on-a-baby with motto "sans changer" was the badge of the Earls of Derby, who owned the Isle of Man up until 1736. The triskelion is also very distinctive of Manx coinage.
This is an Isle of Man penny; the denomination is indicated by the number "1" (shaped like a "J") in the bottom gap between the legs. The date "1733" is just visible below the eagle-and-baby - it has to be 1733 since that's the only date this type was made with. This one appears to be copper or bronze, so it's KM# 5 or 5a.
