Is the coin on the right buffed, or something else?

I got this out of an old first commemorative mint set from like 2000 when I started collecting. I've never really come acrossed a buffed coin, but it really makes it much less attractive than it would have been. you can see your reflection on the edge of this thing

buffed or similarly polished. Usually done by promoters putting together sets for resale to non-collectors.

Polished, may have came out of a 'twentieth century type coins' frame or something as many of the coins in mine when I was a kid were polished.

You want to see something gross? I have one that somebody rubbed with mercury. No way I know of to get rid of it either. Yours is quite nice by comparison.
