THIS IS A TUFF CALL, and on for many to relate to the STRIKE and Circulation issues...the one thing that stands out is the Obverse is very clean...thought the hair of the ear is very flat...Circulation or Flatsruck? as clean as the OBVERSE is I would lean towards poor strike..weal details of the highest points on the coin.....MOST say ANY OR ALL New Orleans coins are weakly struck so they all should grade higher but this is not so....WE then look at the Reverse, and see a rounded chest...(good)..but very little detail....AS well as the legs and talon knuckles also are void of detail..yet the wreath is strong.. these are indications of as weakly struck coin in which the highest points of detail "lack detail" while the rest of the coin shows very slight wear....if any...AS for grade...In these times its really up to the grader for your particular TPG as to what they will award it to,,I think, the previous MS63 would be a great grade when one compares a normal strike with all the details to one with a poorer strike...I WELCOME ALL IDEAS ON THIS"...AS New Orleans has this notable condition, and many ASSUME any New Orleans coins will be poorly struck so the should be graded higher..
