I'm having a bit of a problem IDing this little coin,11mm & 1.0 grams. My guess is Theodosius II but I can't seem to locate a reference for it. The reverse looks like Victory standing, and has CON in the exg.(Constantinople mint mark). S

I can't tell for sure, but since you have the coin in hand, perhaps you can see more. I would also look at Arcadius and Honorius as well since this looks like their style as well. Good luck

I'm thinking it looks more like Arcadius to me. Take a look:
