No, "roubles" at the time these coins were issued (mid-1700s) were large silver coins. We can't quite read the denominations (larger pics and/or telling us how large they are would help, but they're most likely to be 1, 2 or 5 kopeks.

I believe this eagle, or maybe not, was part of the soviet union symbols..any one correct me.
