My friend approached me today at work and handed this to me. She said her grandma handed it down to her as a family "heirloom" due to the effigy on the back I highly dooubt it..anyways..

What are your thoughts on this...grade? error type? value?

It is magnetic with a P
and on the blank side you can see it is indented around were the queen is on the reverse

Struck through die cap with brockage. It's a good error, though I couldn't give you a value.

Check the weight of the coin, if it is the correct weight for a 2001 or later 25c coin, then I would concur with captainfwiffo.

it is indeed the correct weight.

So it's called "struck through die cap with brockage" ? lol my friend wants me to try and label it and everything..

as for a price I'm taking it to my friend at the coin shop down the street to see what he would offer..and we're good pals so I know he won't low ball me

That's what it looks like to me. There are better experts than me here though that could give you a more definitive answer. SPP-Ottawa is correct that you should check the weight; if it's underweight it could just be damaged.

Well the head honcho at the coin store offered me $150 for it...siad if I had the other side of it then the set would sell for +$1000 but as just one side of the error its only about $150-$200

LOL, that's a funny way to put it. The die cap would have struck several coins, so they're not exactly a mated pair. The die cap itself is the more valuable error, but it's less likely to have escaped the mint. That price seems reasonable, but I would solicit other offers if you plan to sell it. It does indicate that the dealer thinks it's a genuine error, however.

I'm gunna hold on to this beut for a long time. I see blank planchets everywere but not too many one sided quarters :)

What your dealer friend was referring to was the mirror brockage that would be imparted on the cap coin (i.e., the very first coin struck by the stuck capped coin). Coins struck by caps are cool, and even relatively common for smaller sized denominations (e.g., 1c coins from 1965-1979).
