Biofuels are definitely a local phenomenon. Here in the Pacific NW, wood is king and we have a LOT of it. That tends to make it cheaper than most other forms of easily available energy. Prices have been rising for fire wood, though. With some careful shopping or a little work one can often come up with good burnable fire wood for very little cost or even free if someone has a structure to demolish or some trees they want taken down.
