Joseph II 1781 Coin - Looking For Information

Hi,
I'm new here! I am doing some research for my grandfather who has a 1781 Joseph II coin with the Austrian coat of arms on one side and Joseph II's portrait on the other. He would like to know more about the coin and its history. It looks like it was made into a pendant of some sort with loop at the top. (Photos attached)

This coin was from his father (Joseph) who was from Hungary and he received it from his father. I understand that in 1781 Joseph II freed the serfs so I was wondering if others kept these coins as keepsakes for that reason?
Also, is this a Thaler?

Just looking for more info, if anyone has anything to add I would appreciate it!

I think this was a Medal for Archery in that period.
