Proof? Can't tell for sure, the fields sure are looking like one, not so sure on the rims, they don't have the sharp edge to them, but the denticles have a proof look.
So either way PR or MS I'll say 65 and a 65* won't surprise me either. Only the little carbon spotting is holding it back.

My first impression was MS-64 RB. The obverse fields and cheek and reverse have a few marks and some that could potentially be marks. The carbon spot on the reverse is located in a prime focal area. It might have graded MS-65 RB and if it did I probably put a little too much weigh into what could potentially be marks. The rest of the coin does have the feel of a gem.

I'm most likely wrong on this but the reason I said 60RB, is because it looks like there is a some wear at around 8 o'clock on the wreath.

CoinCollector is the closest. It graded MS65RB. Personally I think it is strong for the grade too when I compare it to other 65s. I will post some other pics later now that I have it in hand.
edit: wait, I did not see westcoin's post. He is the winner then. It did not get a star though.

The only blemishes I can see on this piece are two small stains: a light colored one after the date and a dark one on the shield.
It is a matter of debate as to weather these detract from the condition. I am happy with MS65RB, an I can see why it would be difficult NOT to acquire this coin.

Hey now - I said MS65  I did forget to give the color, which I would have put at RB also, not enough to go full red but not full brown by any means. I still think it's an almost proof looking coin.  It's a really lustrous IHC for sure.
