Can you take a picture of the rim directly opposite of the clip? That will help diagnose this.

Even though it is heavily worn, there is still enough there to determine that it is a genuine incomplete(clipped) planchet. It is a small clip so you would not expect a strong Blakesley Effect and wear would make it even harder to see. The reverse rim is strong enough to see that it is tapered at the edges and STATES OF exhibits die flow weakness that you would expect to see on a genuine clip.
Rest in Peace

Definitely genuine. Blakesly effect is evident in the first picture at the bottom of the bust of Jefferson on the rim. rim is flattened

If this is in fact clipped. What could I expect for a difference in value?

It all looks good to me. Tapering at the lips, a slight albeit worn Blakesley Effect and cut-bands on the inside of the clip. Nice find!

It's not called chipped,It's an incomplete planchet more commonly called a clip.

Silver melt value as of today is .97 cents for one War Nickel but given the condition of it maybe 5 dollars on ebay

Although major errors can be worth thousands, common ones like clips, die cracks, rotated reverses and struck-through grease errors (greasers) are quite common and rarely command more than a few dollars. Personally I have found two clips (1954-S and 56-D Lincoln cents), a Greaser (200X-D clad dime), two rotated reverses (1865 3 cent nickel, almost 180 degrees, and 1937-D Buffalo), and many die cracks, including an 1884-O Morgan dollar.

So it is a clipped planchet and not a chipped planchet. (the technical name is "Incomplete planchet)

Yes looks like a clipped planchet. I have a couple of my clippys for like 4-5$ range and that's what they usually go for anyway.
